Richard A. DiLiberto Jr.



Richard A. DiLiberto, Jr., Esq., was appointed chairman of the Delaware Commission on Italian Heritage and Culture in 2006 by Governor Ruth Ann Minner. He has been reappointed as chairman in 2010, 2013, and 2016 by Governor Jack A. Markell. Most recently, he was reappointed in 2019 and 2022 by Governor John Carney.

Rick is a practicing attorney. He is a partner in the personal injury section of Young Conaway Stargatt & Taylor, LLP.

He also served as a member of the Delaware House of Representatives from 1992 to 2002, where he was the Democrat caucus ranking member on the Judiciary, Public Safety and Corrections committees. As a State Representative, Rick also served on the Joint Finance, Education, Health and Human Development and House Rules committees.

Rick earned his B.S. in Education, with a concentration in Psychology, with honors, from Bloomsburg University of Pa., and his. J.D., with honors, from Widener University School of Law. At Widener, he was a member of the Law Review and editor in chief of The Delaware Law Forum.

He is a recipient of the following awards: Delaware State Bar Association Distinguished Legislative Service, and Outstanding Service Award; Widener University School of Law Outstanding Alumni Award; Bloomsburg University Young Alumnus Award.

Rick previously served as president of the Delaware Trial Lawyers Association (2005-2006), on the Delaware Courts Planning Committee, Commission on Delaware Courts 2000, and the Delaware Health Care Commission Diabetes Task Force. In 2009, he was appointed to the Magistrate Screening Committee by Governor Jack Markell, and in 2017 by Governor John Carney.

For many years he was a youth basketball coach at the YMCA of Delaware and a softball coach at Midway Girls Softball.

On October 7, 2017, Rick was honored by the Delaware Christopher Columbus Monument Committee as its Man of the Year, in recognition of his service to our community.

Rick’s paternal grandparents immigrated from Sicily, Italy. He and his wife, Faith, raised three daughters in Newark, DE. His hobbies include singing, fishing, fiction writing, all sports, and enjoying the great outdoors.
