Gerard L. Esposito


BIOGRAPHY

Over 44 years diverse water resources experience in public and private sector wastewater, water supply, utility, regulatory and environmental resource management issues. Expertise in executive leadership, public policy, contract negotiations, operations, personnel management, environmental compliance, regulatory and government affairs, lobbying, fund raising, non-profit Board leadership, media relations, and public outreach.


EXPERIENCE

Esposito is currently the Managing Owner of a consultancy for ESPO ENTERPRISES LLC, specializing in water resources management issues, government affairs, non-profit representation, fundraising, and public and private advocacy.

As the President (Executive V.P.) of Tidewater Utilities, Inc. from 1998-2018, he was responsible for all aspects of managing Delaware’s second-largest water supply and wastewater management utility company. Tidewater Utilities, Inc. (TUI) is a wholly-owned subsidiary of New Jersey’s Middlesex Water Company. TUI and its affiliates’ customer base has expanded tenfold over the last dozen years to over 50,000 residences and businesses in almost 600 Delaware communities. TUI owns and operates over 85 water treatment plants, 160 water wells, and 7 wastewater plants (all of which are the most of any entity in the State), and has the largest State-certificated water franchise area in Delaware. The President’s job was to manage all aspects of this rapidly growing company, assure superior customer service, and expand the business into existing and new markets in Delaware and beyond. The job also included serving as the President of TUI’s affiliates and subsidiaries White Marsh Environmental Systems and its non-regulated activities (especially water and wastewater contract operations), Southern Shores Water Company, and of its regulated wastewater utility affiliate, Tidewater Environmental Services, Inc.

Esposito worked as a Gubernatorial appointee under two administrations for 14 of these 20 years as the State of Delaware’s senior water resources official from 1978-1998. Carried out all aspects of the Division’s administration, including: the management of over 180 employees, its operating and capital budgets, and the establishment of Division and Department programmatic and budgetary policies and priorities. Major program responsibilities included the administration of laboratory, environmental assessment and planning, ground and surface water resources, wetlands, water supply and wastewater management statutes, regulations, and programs. Appointed by the Governor and General Assembly to represent the State on numerous Statewide and Regional Committees, Task Forces, and Policy Boards. Instrumental in designing and implementing all State of Delaware Statutes, Regulations, and policies in water resource management initiatives.

From 1976-1978, Esposito developed the comprehensive Water Quality Management Plan for Sussex County’s Inland Bays as an environmental planner. Responsibilities included graphics, analytical activities, water quality planning, program management, development of technical reports, consultant contract management, outreach, and supervisory and administrative tasks.
